Research Paper – Manager as Consultant

Manager as Consultant is a thought paper exploring how managers can adopt the mindset and practices of skilled consultants to lead more effectively through uncertainty and change.

As organisations face increasing volatility and complexity, traditional management approaches – built around delivering certainty, speed and control – are proving inadequate to the challenges leaders now face. Yet the alternative, an approach rooted in curiosity, reflection and collaborative sense-making, remains underdeveloped in most management cultures. This paper draws on Roffey Park’s extensive consulting, coaching and facilitation experience to build a practical framework for what it means to manage like a consultant. It examines not only what this shift in mindset requires, but also the discomfort, humility and self-awareness it demands of those who attempt it.

The paper identifies six core practices of the ‘Manager as Consultant’:

  • Create holding space
  • Manage yourself
  • Listen bravely
  • Interpret openly
  • Move mindfully
  • Develop other consultants as managers

Alongside each practice, the paper explores real and illustrative examples – from a public sector lawyer navigating a shift towards innovation, to lessons drawn from social work supervision and high-profile moments of organisational and public failure. It finds that becoming a Manager as Consultant is less about acquiring new techniques than about a deeper shift in how managers see themselves, their teams and their relationship to uncertainty.

The paper concludes with a call to action: that consulting skills are too valuable to remain the preserve of those with “Consultant” in their job title, and that any manager can learn to apply them.
